How does car air conditioning actually work?

Your A/C moves heat rather than making cold. The compressor pressurises refrigerant and sends it to the condenser at the front of the vehicle, where airflow sheds the heat and the refrigerant turns liquid. It then passes through an expansion valve into the evaporator behind the dash, where it expands, absorbs heat from the cabin air blowing across it, and turns back to gas. The blower pushes that cooled air through your vents, and the cycle repeats. That is why a failure anywhere in the loop — compressor, condenser, blockage or leak — shows up as warm air.

It only blows cold when I am moving. Why?

Usually airflow across the condenser. At speed you get plenty; at a stop light you rely on the cooling fan. If that fan is not running properly, or the condenser is blocked with debris, pressure climbs and cooling drops the moment you stop. It can also indicate a low refrigerant charge, which points back to a leak.
